run--> gpedit.msc --> Computer Configuration --> Windows Settings --> Security Settings --> Local Policies --> User Rights Assignment --> [Change the System Time] and [Change the time zone]


At [Local Security Setting], remove all users and groups which you do not need. Only keep [admin] or [administrator]. then restart computer.
